Hey Scot,

I basically have a standards-based system where students must demonstrate each learning target at least once. Usually a quiz isn’t the only option for doing that. Additionally, at all points students must have 50% of our assessments done at an adequate level. When they are lacking one or both of these, I change their grade to an “I.” That and occasional communications to parents gets them in to make up what they’re missing!

This had worked for me. I think every teacher needs to come up with what works for them and their students. I figure out my non-negotiables and then just try to have fun after that. Hope that helps!
